Don't delete or change the directories of system32 files and folder... other Wise your System would crash... And We would be not be Responsible for ypur loses.
As i know that Run executers files which have path in system32 folder of windows. Like cmd, notepad are placed in system32 folders. So we can directly access these applications by entering just name of application in run box. Like typing Notepad in run will open Notepad. So in the similar way you can make your own run command. Follow these simple steps:
1. Copy any file or its shortcut (which you wanna to access through run like any MP3 file with name abc.mp3) to c:\Windows\system32folder.
2. Now type the file name in run box & press Enter.
